Clarifications: This question resolves YES if, on or before 31 December 2028, credible sources report that the United States and Saudi Arabia have formally authorized the enrichment of uranium on Saudi soil under their bilateral civil-nuclear cooperation framework. Authorization may take the form of a favorable conclusion to the joint US-Saudi feasibility study, a supplementary agreement, or the formal approval or commencement of construction of a uranium enrichment facility on Saudi territory. Otherwise it resolves NO. Statements of intent, negotiating positions, or reporting of terms that are not yet formally adopted do not resolve this question. The action must be evidenced by an official US or Saudi government instrument or an equivalent formal, confirmed step.
